New Review Shows Steve Toth Passed Just 1% of His Legislation While Dan Crenshaw Delivered Billions for Texans
[TX-2] — As primary election day approaches, voters in Congressional District 2 are taking a closer look at Steve Toth’s legislative record, or more accurately, the lack of one. A review of public records shows that over the past four years, Toth has filed more than 150 bills in the Texas Legislature, yet only two have become law. Even more telling, during the most recent two-year legislative cycle, not a single bill authored by Toth became law.
By comparison, members of the Texas Legislature routinely see 15–30 percent of the legislation they file become law in a given session. Steve Toth’s passage rate over the last two legislative sessions stands at just 1 percent, placing him among the least effective lawmakers in the Texas Legislature.
Lawmaking is not about social media posts or bill filing counts, it is about building consensus, navigating the legislative process, and delivering results. If Steve Toth has repeatedly failed to move legislation through the Texas House, voters are left to ask a serious question: how can he possibly be an effective congressman if he has demonstrated no ability to pass laws where he currently serves? Congress demands skill, discipline, and effectiveness. Toth’s record suggests he lacks all three.
Fortunately, Congressional District 2 already has a stalwart conservative fighter in Congressman Dan Crenshaw. During Crenshaw’s time as a congressman, he has overseen major victories for his constituents. In 2024 and 2025 a few of these victories included:
- Leading the effort to reimburse Texas for border security, with $12 billion included in President Trump’s One Big Beautiful Bill.
- Winning approval for 10 community projects through the House Appropriations Committee.
- Protecting local hospitals by securing $3 billion annually in Medicaid hospital funding.
- Stopping the radical left from using federal funds to pay for gender transition procedures on minors—projected to save tax payers $445 million over the next decade.
The contrast could not be clearer. Congressional District 2 does not need another politician who files bills for attention and fails to deliver results. It needs a proven lawmaker who knows how to navigate Congress, build coalitions, and secure real wins for CD-2 families. Dan Crenshaw has demonstrated that ability time and again. As voters head to the polls, the choice is not about rhetoric or ambition, but about effectiveness. CD-2 deserves leadership that produces results, not excuses.
